Temperatures too high to get cows bred?

We have a dairy herd so we breed year-round and always seem to have trouble breeding in July heat. This year was strange however, and we never saw above 85 through the summer (global warming my ass) yet we had the same overall success rate as other years where we hit above 100. Our vet was the one who noticed it because he was preg checking multiple herds throughout the month and his theory is that the heat isn't really causing an issue with the cows, it's almost like Mother Nature has programmed them to not get bred at that specific time because of when they'd be calving. That may not make much sense to us because a July breeding means ~May calving, but maybe at their place of origin that is a bad calving season? Not sure, but hard to blame heat when it didn't make a difference having a cooler summer than usual.
