Bull Problem?

Picked up a bull I think he is 15 mo or so. Noticed him working a cow this morning. He was trying to mount but she wouldn't let him. After several attempts he let his load go not mounted. Second time I have seen him do this. First time he walked up behind a heifer didn't attempt to mount just stopped behind her and let it go. Didn't think too much about it then, now I'm getting concerned this is a bad sign. Opinions?
 
That bull is just getting overly excited. I've had young bulls do that, but 15 months old he should be getting over it. He will still get the job done a little later.
 
I'd wait, and see if any cows stuck before I got worried. As long as he's not crooked. He's probably fine. Side note, I have seen mature Bulls do the same thing.
