vermeer 5410 baler-net not detected

The monitor reads "net not detected". There is a partial roll of net in it. Then i started getting a E-51 Error message on my monitor, which is actuator arm open or shorted to ground according to my code sheet. I don't know what it means by "actuator". Anyone have the same problem? Can't find any sensors showing net or not, just one that shows when the cycle is complete. Just bought this baler from an individual and he told me everything was working fine last time he used it.

UPDATE> Called Vermeer and found the problem was an $18. relay. Picked it up at my local dealer and it worked

the actuator is the mechanism that takes the net forward to the bale chamber then reverses to spread the net to the outside of the bale then trips the knife to cut the netwrap.
