They make a hydraulic apparatus that does it. I've seen set a pipe in center hole and put 4" of concrete in bottom and make a water trough. I turn old truck tires by hand and make feed pans out of them.

Some company at the Farm Machinary Show makes a lot useful looking things out of old tires. I guess they are virtually indestructible. I wish someone in my area could flip them inside out. I've got in my head that they would make a nice hay feeder in my feeding barn.
