Neighbor's dog

My closest neighbor has a bunch of dogs. About 6 good working Border Collies plus an Idaho shag, a couple hounds, and a Corgi. So late last week the Corgi disappeared. They were working cows at his grandmother's house when it vanished. It has to be better than a mile to the nearest house from there. They looked all over. Contacted everyone in the area. No dog. Yesterday they got a call from Yakima Washington (200 miles away). Somebody picked up the dog on the road in front of grandma's house and hauled it 200 miles before they had it checked for ownership (it had a chip). So my neighbor got to drive 200 miles each way during a winter storm warning last night to retrieve his dog. Why do you pick up a dog along the road and drive that far before checking for the ownership?
 
If you find a Pup out in the wild and are afraid for it's safety, take it to the nearest Vet or Shelter for a chip scan.
