Any recommendations on a mineral program for the South Central Texas area (South San Antonio to eb exact.) ?

your vet or your extension agent can probably give the best recommendations, but i would think something like purina 12:12 (loose mineral) would work.

check the labels. other brands might give you the same ratios at a lower price.
 
How do you guys feed this. Freechoice I would imagine, but does it not wash away ? Do you put it in an open feed trough ?

free choice but it should be covered. if you have a shed, you could build a small wooden trough against a back wall or corner. also, there are mineral feeders you can buy. here is an example from tsc

the problem w/this kind is that sometimes the bulls are too rough on them. we've had to secure them to the ground & even then sometimes that's not enough.
