i know this may sound like a stupid question, but i was wondering how old does a black angus female usually have to be to breed?
 
rule of thumb 60% of mature weight to breed, not excactly age, I have had sim angus calve @ 20 months. after calving she weighed 1150 lbs. she was well fed

Part of the 15 months breeding age is because that puts them right in with the rest of the normal calving season.
 
Maybe you were asking "when can she get pregnant?"
Well, occasionally they get pregnant really young, like 5- 6 mos.
Sometimes these will carry a calf and care for it pretty well.
Sometimes they need a lot of help to deliver the calf and the whole thing is a wreck.
