You're probably right-I think it is inevitable but I also kind of think that it will be a more drawn out affair trying to get everyone to comply. There's just too many people and too many animals out there for this to go over smoothly. I feel like this will be put off for a while so they can try to work out the kinks. I'm still not going to rush out and voluntarily sign up.
