Unless the vet directed you to give electrolyte every day I would only do the 2 feedings. Even tho he did not get colostrum he can still overcome it and mature as normal , he will have a suppressed immune system . I would also recommend banding him. Some folks vacinate at his age some do not , i would consult your vet and follow his guidelines.
 
Cograts on your efforts. Calves that do not have a good start are at high risk for infection. Joint ill and pneumonia are common ones. Being proactive with vaccinations is very important. I could give him a scours vac, an Enforce 3 vac, banamine, and a dose of antibiotics. Good luck.
 
He sounds like he has turned the corner.

I would make sure my milk replacer is NOT SOY and is all dairy content, and at least 20% fat. Land O Lakes makes a good one.

Give him two quarts twice a day and keep a nice starter ration and fresh water in his stall. Drop the electrolyte.

He should do well from this point! I bet he got a little colostrum and that will be enough.
