The store above my farm has some leftover triticale seed for sale at a decent price, what do y'all think about the germination ability of the seed? The seed looks good.

Im not sure about the germination rates of many seeds after a year (if anyone has a good source please link). However if it was me, I'd buy a small amount if possible, and just germinate them myself.. 100, 500 seeds w/e. That'll tell you ...

A good seed dealer will pay to have a germination test done for you. If the seed has been stored in cool, dry, dark conditions it should be good, though I'd add 5-10% to your seeding rate if not a little more.
