pto shut off

when ever i try to shut off the pto on are case 730 it doesn't even phase it it just keeps spinning at normal speed. need help
 
If it's running all the time even when you first start it, it's probably the clutch. It's either needing adjusting, fused together, or something has come lose where you can't disengage it.
Could also be the brake not engaging. Hook it to something big that takes quite a bit of hp to rotate, and see if that stops it from rotating. Of course shut it off before hooking, or unhooking the pto.
 
I don't know that particular model, I'm guessing it's hydraulically engaged. a service manual showing the exploded view would go a long way in diagnosing the problem.. I'd guess the clutches are fine and there's an issue in the hydraulics side, but that's going out on a limb pretty far
