Online photo editor will do it. Go to online pb and not the app. Choose full version, then online photo editor. It allows you to resize

I think I got it figured out. I did on my current photo editor by percentage. I reduced it 70% and it worked.

I resize mine to a maximum of 764 pixels wide and they display the whole picture.
