Highway litter killing cattle

I live on US 40 in Indiana and I just had a healthy 700# calf die. I am in
school training to be a veterinarian so I
would cut it open to see what went wrong. I knew
where to look becuause I had watched the vet I
work for do it before. I found I plastic bag in
the rumen wrapped around what appeared to be the
tissue of his stomach. I was just told that the
highway department pays for things that happen such
as this. I was just wondering if anyone else
had heard anything about this.
