Are these warts?

Never seen this before, any help would be greatly appreciated.

They do look like them. I could have got a good photo today. One of my heifers had some good collie flower like warts around her eyes and mouth and neck up to about a week ago and today when I saw her they have all flattened out and I reckon within another week they will be all gone.
