If he was dumped, then getting in a vehicle will have a pos/neg reaction... maybe he liked to ride with his former owner, and then associates it with getting dumped out... maybe he was stolen from somewhere and then just dumped... does your friend at the vet's office have access to a scanner for a chip???? If on the off chance he was stolen, and then for whatever dumped or got loose, he could have an owner trying to find him.....
Take good care of him and he will be a protector... and if he likes to stick with your mom, he will be the best "caretaker" you could want.
If he was taken from his owner, I hope you are able to help him get back home... if he just got dumped, then I hope that he will be the best "find" you ever had.
