I picked up a solar fencer that a relative hadn't used in 3-4 years. It is a Gallagher 550. Is there a way to charge or test the battery to see if functional other than wait for a good sunny day. The owners manual is not around and couldn't locate one on line.

Your probably better off to just change out the battery for a new one. You can put it out in the sun and allow it to charge.

Depending what kind of battery it is, some can be charged from a regular batter charger at a slow rate of charge.
The instructions on my cheap Patriot energizer says it's ok to charge them that way. Just disconnected the leads from the solar panel and set it on a trickle charge and it charged it right up.
