I think it's one of those deals that an auction or seller can add to the requirements but those are the minimum that a Red Angus seller has to go by.

Agreed.

There has to be a balance between stewarding the breed identity (including herdbook) and making the process so onerous that nobody (other than the richest, most anally retentive breeders) wants to actually do it.

Two reasons I quit after twenty years is drought and as you put so well seemed like every other month there was something new. It became a real pain in the butt.
