People that are irresponsible and don't keep their dogs contained in a secure yard (but NO chains on them) are totally remiss in "awareness" of what their dog(s) can, might do. This is especially true of "some" of the breeds (e.g., pit bulls, dobermans, german shepards, chows, rottweillers, mastiffs, etc.) Yes, any one of these breeds CAN be a docile, lap dog. On the other hand, their genetics is that of "guard dogs" and very territorial and protecting their owners...unless one decides to go bonkers... Dog jealousy of paying attention to another animal (or infant) can incite the dog. Protective of their food bowl is another issue... Abused and/or neglected dogs that are rescued can also be problematic if they are not thoroughly screened and observed by the rescuing agency...and, there is no way a new owner would know "what" behavior, sight, or event might be a trigger point in the dog's temperament (e.g., don't like someone of a given sex, clothing item, behavior event, etc.).
Yet, ANY dog can go psychotic, regardless of breed...lot to do with owner's treatment. Chaining up a dog only exacerabtes their frustration and propensity to act out when someone comes near and/or when they are taken off chain.
