over seeding in no. central texas

I have been looking at all sorts of options for starting a small cattle operation around central Texas (Brown, Comanche, Callahan county's) Saw a 100 acre piece this week end in Comanche county that is rolling to slightly rugged terrain in sandy loam soil growing what appears to be a native bunch grass. Can this type of ground be over-seeded with a cool season grass or grain (Rye grass, wheat etc) for winter grazing without disc or harrow? (think fertilizer spreader broadcasting seed) and get satisfactory results?

I over seed rye grass it works good . Not as good as breaking the ground a little . With prices as high I'd get my land right soil sample good grass growing etc before I bought cows . It's like buying gold. . You need to buy low and sell high. .
