Old oats in the silo

I've recently taken over the family farm after loosing my dad over a year ago. We're a small operation with 15 mama cows and presently calving now. I've got about 800-1000 bushels of oats in a silo that has to be at least 4-5 years old. I've tried a small germination test with less than 10% sprouting. The oats are dry with no evidence of mold and I really don't see many weevils. I need to clean the silos out but hate to waste them. I'm looking for advice on feeding it. We also have deer, some exotics, and a few bison that we could feed if thats an option.

No mold or bad looking stuff I would mix it in with something. Agree that it will be more hulls than anything, but it will be a bit of a filler if nothing else.
