With cattle there is a chance it could be about anything, if you don't mind the cow walking around until it either gets better or the eye is gone you could do nothing, if you would like your best chance at saving the eye (although it may be too late) and you should have a vet see it. It could be a simple problem, or the eye might be too far gone to do anything, it is hard to tell. Good luck>
