I have a Stihl MS290 chain saw put in new spring coil, pawl and rope pulley. How do you connect the inside end of coil spring to pawl

The inside of the spring doesn't connect to anything. You just place the starter rope rotor pulley inside the spring when replacing and it will catch with the starter rope is pulled.

For 10 bucks just get a new completed starter. These are bought as good as OEM, China probably made them for Stihl to start with.

Thanks for the reply, I did not know what I was talking about last night, I finally figured out I was trying to put the rotor pulley in backwards. I went down to hardware store they just had the parts either they did not have complete starter or just did not tell me
