Harbor Freight has some 12V diesel pumps that I think are diaphragm pumps. They are bad azz and reasonably priced. You may be able to stick the suction hose down in the bottom of the tank and suck out some diesel and see what it looks like. Put it in a jar or some thing.

Blow the lines out, such the diesel out, change the filters, and go buy some diesel from the pump. If it runs fine on the pump diesel it may confirm it.

The 12V pumps work great for transfer pumps too. Those big high dollar pumps for diesel tanks have gotten so expensive and aren't that reliable.
