5 gallon bucket tied to horses head

Got a neighbor that swam the river who keeps a horse in a pen with a 5 gallon bucket over his nose and mouth and tied behind the ears, don't know how he eats or drinks. Would this be animal cruelty ?

If the horse cannot eat or drink, would be obvious.

Sounds cruel to me. I can't imagine why anyone would do that, unless an ill-advised idea to prevent cribbing.

Horses can be muzzled to restrict their intake to prevent laminitis when on certain pasture if they are very prone to founder.
