Not Growing??

I have a 280 lb bull i bought in April of 08 at a sale barn. We vaccinated him and dewormed him when we got him. We also banded him. At this time this year he has gained about 50 lbs total. I am trying to hold on to him to see if he will gain any weight in spring to sell him and cut my losses. Is there any reason why he didn't gain any weight at all? Also, what can I look for so this won't happen again. He is just pasture fed and hay fed. I bought two other heifers that day with him and they have doubled in size. Please help

He was either stunted or he is a Dwarf either way I would say he isn't ever going to make you any money
