You're conflating two separate issues that conservative media intentionally tries to blur together. Mueller did prove Russian interference (the evidence is overwhelming, and it's in the report). The senate bipartisan intelligence committee agrees with this finding. Whether the Trump campaign assisted Russia in the interference is where it gets murkier.
Mueller couldn't prove that Trump participated in assisting the Russians because Trump and his associates didn't cooperate with the investigation. This is a crime. However, justice department policy holds that a sitting president cannot be indicted by the court system; impeachment is the only recourse. Mueller stated that he would not accuse someone of a crime for which they could not face trial. Essentially, Mueller concluded that accusing the president of a specific crime was beyond his purview; he could only present the evidence to congress and allow them to determine whether to take action. Congress took action. The House of Representatives impeached him, and the Senate voted not to remove him from office.
Lost in the whole circus (and I'm sure Trump was glad for the distraction) was the fact that Russia definitely interfered in the election, and Trump has refused to do anything about it. There is no reason for this to be a partisan fight. Russia should not be interfering in our elections, and they did. Done. Now what are we going to do about it?
