Cow walking away when mounted

I have a 1st calf heifer whos was IA'd for herb1st calf, took the 1st time. She has been with a young bull and open 5 moths. I havent seen him mount her until this last month when she has been in heat twice. When he gets in top she starts walking away and he falls off. Bulls fault or hers. Cant tell if he is making the shot. I am not cursing her for being open too long because her diet was cut down during calving and I spent little while catching her up. Havent seen any of the other cows open this long though. Think most of them are bred. Dont see a lot of heat signs from the rest.
 
If she is walking away she is either not in standing heat now or she is bred and the bull is just sensing her hormones.
 
I guess it's time to get her palpated. Two weeks ago another cat was mounting her as well
