The bull and cow should qualify for payment if you got 5% loss in pricing due to COVID. I'm not sure how that will be calculated (local pricing or national avg) but you will need your receipt. In regards to the inventory portion, your highest inventory of qualifying livestock between April 16 and May 14 are eligible for payment of $33/head. I'm not sure if pairs count as one, or if they count as 2. I haven't seen that spelled out anywhere.

Again, this is MY interpretation of the wording on the CFAP webpage at farmers.gov. To be sure, you probably need to contact your local FSA office to get clarification. Pretty sure official sign ups are next Tuesday. The FSA offices are only allowing folks with appointments to come into the buildings, so you'll probably have to call and set up an appointment to actually go in and sign up. There will probably be an online signup, but not 100% on that. I also do not know what will "pass" in regards to records or proof. Again, a good question for your FSA folks!
There is no way to prove that you had a 5% loss. You might have gotten more than it was worth. There is no baseline because of the difference in cattle value.
 
From a reliable source........The payment one is for what you sold.......Payment 2 is what you have in inventory during the dates. Still a tidy sum.

I called today. The lady told me that they where making a list of peoples names as they called in and starting next Tuesday they would begin to call the people back and setting up a appointment for them to fill out a application. She was unsure of the details though.
 
Just an update...

Just got a call from my FSA County Director, and yes, it was 8:30PM on a FRIDAY night! They were calling folks that had called over the last few weeks/month inquiring about the CFAP program to schedule in office appointments to sign up. Sign ups start Tuesday, but my appointment isn't until first week of June. One thing I did learn was that the payment rates posted on the website are a bit misleading. For the part 2 (only because I can't remember part 1 payments, but their rates are the same) most cattle payments were listed at $33/head. Of the $33.00, your direct payment will be 80% of that. So lets say you have 100 head of cows, your direct payment will be 80% of $33 X 100. Hope that makes sense. Same goes for part 1, 80% of the payment rate listed for each class of animal you have that qualifies, Fats, slaughter cows, calves< or > 600#, and OTHER (replacement females, bulls, etc.) Maybe that will help clear some things up. I have no clue what they are paying on other commodities, I just have a few head of cattle so I didn't pay much attention to that part.
