Small Scabs

I have a ten month old simangus heifer that is a picture of health. I was scratching her back and noticed numerous very small scabs on her skin. They are half the size of a match head. They come off with scratching and it is healed underneath. She has no ticks, lice, mites or other parasites and her coat is healthy and bright. The fly season is gone due to recent frost but I wonder if this is the result of fly bites. Maybe horeseflies which were bad this year. Any ideas?
 
If its not lice I would think possibly old bug bites.
Had a Jersey once who when bitten by bugs would stay swollen up at the bite point for literally months. It was just a reaction she had every year to the many bug bites, and by the summers end was all lumpy and bumpy all over.. She looked awful by fall, but by the middle of winter it went away to start all over again next spring. Guess she was hyper sensitive to the bites.
Her heifer has not had that problem so far.
