Why do some cows/bulls seem to slick off more than others? Is it genectics? Seem like I always have 1 or 2 that seem to keep their rough hair into the summer. For one this year my new bull has retained his long hair.

Thay all get the same mineral and on the same pasture.
Any ideas?

I aly it at the feet of lack of tolerance for the endophyte in fescue. It usually will sort itself out in a couple of years. Problem is that if it is the fescue they;ll be under performers

There are a lot of related reasons. A couple are:

1) Genetics
2) Feed quality as Dun mentioned
3) Pre existing health issues

Good doers have the genetics to slick off on your ration and to have minimal health issues. Sounds like you need to consider a new bull if you can not afford to feed better.
