I've heard that phrase all my life. What does it mean to you? What does that phrase expose about the one who utters it?
I'd first guess the person was using it as an excuse for a successful outcome, after they realized that good wasn't good enough. Pilots do it all the time. We are all 'lucky' on occasion.
The frequency of 'luck' may be directly proportional to a lack of awareness.
