Is it normal for knots on the neck to appear 2-3 weeks after giving vaccinations in the neck?

Not at all unusual

Yes. Its really hard to give some vaccinations without getting a lump. Some folks say they can give them and they dont get knots, but in my experience, they always get knots. For show animals, its not uncommon to give the shot under the armpit or someplace not as noticeable.

The knots from the blackleg are just starting to go down from the Oct/Nov vaccinations. Some animals knot worse than others. Wouldn't worry...keep an eye on the size. About the size of a golff egg at the largest.

A knot on the neck is a good thing if you take the calf to the sale barn. It shows two things.
1) The calf has been vaccinated.
2) The producer has followed BQA guidelines and given vaccinations in the neck.
