I just got a steer a couple weeks ago and I was wondering about how much time should I spend with him a day

As much as possible!
Realistically, before we start training we like to spend a couple hours a day just standing out there, brushing, and talking to them. We like to do that for about two weeks before we start training...and then before and after each time they have a halter on for a short amount of time.

You can't spend too much time with him! If he's fairly quiet now, you won't have to spend as much, but the more time you can spend, and the more trust you instill, the easier and more fun your experience will be!
