Gallagher m150 charger blinking red

The charger will only blink red like its overloaded even when it has no wires attached. Any ideas what it could be.its two years old and has a lighting diverted inline. Noticed this about a week ago. A voltmeter show its putting out about 6k. Usually puts out 7k.

I hate it when I have a "duh" moment. That charger is supposed to blink red. Green light is for power. But burned out. My dc charger blinks green.
