Fluid on the knee

My daughter is raising a steer at school and it seems to have fluid on the right front knee. The teacher gave it a anti inflammatory shot but it has been almost three days and it does not seem to be getting any better. Does anyone have any suggestions on what we can do? This is all new to us. Thanks for any advice!
 
How old is this steer?
Three days isn't much time to recover if it's swollen as a result of a knock or injury. If it's possibly joint ill it'll need strong antibiotics to clear it up, not just anti-inflamm.
 
Does it pit with pressure? Call a vet. You'd think a teacher would have sense to do so. You can give banamine a pain and ani inflammatory inj solution. Try exercise and cold hosing is he lame? Other issue is if its a market animal for consumption. Check withdrawal on meds.
