Contraband in feed....what is ok with you and why ?

I don't have any experience with this kind of feed but - Farms that feed bulk candy with wrappers are generally feeding steers (feedlot cattle). Paper wrappers on the candy break down in their system, so not much of a problem.
I would be careful with rubber bands. Like others said, if it comes out, that's fine - but - if it doesn't, it can cause harm if built up causing blockage.
