Charolais bull with skin problems

My bull has patches of hair on his neck that are rubbed off. Small patches but it's in more than one place. Any ideas?

Sounds like lice to me. I guess he could have rubbed it off but this time of year I still say lice. Treatable with pour-on to kill lice.
