Calf nibbles at rear

I have a calf that had to be brought home after two calves were born within the same hour and only a couple yards apart. Anyway, the calves got switched and one mother took the wrong calf and the other mother would not take the other calf. I put them in the pen together for about two days and after turning them loose, the mother still would not take the calf.

So I brought the calf home and proceeded in bottle feeding and this has been going on now far about four weeks. Calf is doing excellent and is now starting to nibble on feed by himself.

The issue is the calf always nibbles on his rear around where is tail protrudes out. And now he has made a sore with hair losss. Any suggestions on why? I have gave him all the shots and be still nibbles. Only way that I have stopped it is to put pickle lime (the powder) on the sore.
