I bought one of these that is a year old and the ground post is missing the plastic screw on thing. The post has it's red plastic screw on and what looks like two copper washers. I have a wing nut to fit the ground post screw on but do I need two copper washers like the positive post has?
 
You probably need washers to sandwich the ground wire between. However they don't have to be copper, just plain steel washers will work.
 
You can use steel washer but be aware of corrosion and rust. I put a little gear lube on the threads and use steel washers. This way it doesnt rust and break off the post. I lost a charger due to this. The steel washers collected the rust and ate the post or made it weak enough to break.
 
Petroleum jelly of course, I forgot about grease :nod: . I put it on my vehicles battery terminals and it works great.
