Weird Horns

I've got a neighbor with some longhorns. All have normal horns except one. They look like they might have started to grown normal, then the stopped. They are normal diameter at the skull, go out for about 4 inches and then dramatically shrink in diameter, go off in random directions (think pig's tail almost) and are quite short for a longhorn. What's going on with the horns?

A bad dehorning job can leave some of the tissue that produces the horns, and they can be deformed because of that.
 
Some longhorns have "twisted horns" but they are normal length and diamter. Just have a slow twist to them, not nearly as tight as a"pigs tail".
