Its ringworm, 1:8 limesulphar solution, or athlete's foot ointment will kill the fungus, hair will grow back in a few weeks. Ideally scratch the surface crust off before applying the fungicide. It is contagious, also from animal to humans so wear gloves.
 
I prefer to use the 1:8 lime sulphar solution as it only takes a single PROPER treatment, but most on the board recommends athlete's foot spray or -ointment. Close to the eye I wouldn't use the spray, cattle don't react well to spray cans in general. I have treated numerous calves with ringworm around the eye just like yours with lime sulphar with a 100% success rate it just smells awfull and will stain everything yellow including your hands, hence wear gloves!
 
You can also use Monastat 7 in ointment form it will stay where you put it and unless the calf rubs into his own eye it should work for you.

If possible put a drop of mineral oil in its eye before treatment and this will help prevent any eye irritation. Just a tip.
 
ok got some monatsat 7 after the woman at wal mart looked at me kinda funny and put some on both calvs so will put more on in a few days and wait and see what happens thanks everbody for all the help you guys seen to have answers when nothing esle seems to be helping so keep your fingers crossed and lets see what happens

The problem usually goes away on it's own after the animal develops immunity and factors promoting the disease go away (wet weather). So you need to hurry up and treat it so you can take credit for the cure. :)
