Canadian cattleman designed the program for privacy. ONLY IN THE EVENT OF A "REPORTABLE" DISEASE is that information to be given to, AND ONLY AVAILABLE TO the animal health investigation. Was it not this very same rule that you demanded be incorporated into the US M'ID before you would support it?

When and how are you going to hold the American individuals and sales barn(s) responsible for moving these calves through your system?

We haven't even been able to get USDA to admit that it happened, yet...They have so much "egg on their face" knowing that their entire rule and all of Rule 2 rests on the success/failure of the Canadian ID tag being used as tracking instrument for these or any future quarantined animals....

If it is found to be a "setup" by anyone opposing Canadian imports what criminal charges will be laid against the American(s) involved?

In the event that these calves can not be traced how will this effect the relations between the US and countries that import US beef and cattle? If negatively, you can take credit as you, Mr Fox and the SDSA have voiced publicly the inability of grassroot producers to follow and trace cattle movement or even follow laws.

The USDA did not own these 7 calves, an American producer did. Does the USDA have to monitor Americans 1 on 1 to keep them honest?

USDA/CFIA was supposed to under the rule written to import these higher risk cattle...They are to be inspected in Canada by CFIA, where the trucks are sealed- travel in sealed trucks to the lot- the seal is be be broken by USDA employees, inspected and be put in isolated pens- where they are supposed to stay and be monitored by the USDA- and then reinspected by USDA and loaded into sealed trucks where they are hauled to a slaughter house- where again the seal is to be broken only by a USDA employee and reinspected prior to slaughter....The meat is then supposed to be segregated so that we can meet our BEV export agreements with some countries.....
Somewhere USDA's system did not work...



Are American cattleman pleased that a few individuals (and so far one sale barn) can so easily cast a negative view on the whole American cattle industry and potentially disrupt State/Interstate and international trade?

It appears to me that it is USDA/CFIA that let down their end of the deal...They are the agency with the authority and responsibility to monitor these quarantined cattle...No one in a ranch or salebarn would even be expecting it would be possible for these cattle to be where they were....

So far the movement of these cattle has been credited to a system overseen by South Dakota State regulation. Mr Fox has said: QUOTE: "We've got the ability to track our livestock right now." UNQUOTE. If he speaks the truth you don't need Canada's help to expose the Americans that broke US/State laws.

  • You have personally sent this matter onto Senators, Congressman and Govenors. Do you think that drawing attention to a State's inability to enforce their own rules and regulations will not result in further (and additional) government oversight and mandates? Are they sitting in their offices drawing up new and revised policies because it is apparent to them that the current law(s) is/are not effective? SSAP- You better hope this investigation works out- hopefully Canada will rethink its decision....Because if it doesn't it endangers the whole live import program- and/or will be put on hold until the US develops a National ID- which even USDA admits will take years...And that will be years that the border could be shut to live cattle....

When the investigation is complete will you, Mr. Fox and affiliates; the SDSA, LMA and r-calf publish and expose the names of all persons involved with ownership, livestock ownership inspection, shipping, receiving and marketing of these animals so as to not tarnish the image of American producers in general? There will be innocent and law-abiding American cattleman that won't want to be cast in the same light as those above.

I have no idea what they will release...Did Canada release the names of the idiot Canadian farmer/ranchers that fed contaminated feed to their cattle and had positive BSE cases?

So you are saying that it is pos. that these 7 head of cattle were BSE POSITIVE and the usda has not released this to the public. Also I would like to see the info that shows the 7 head came thru normal inspection chanels without brands which are required. I hope you are keeping score on all of this so you do not get confused during this conversation. I sure hope that there are not any beef consumers reading this board and trying to sort out fact from rumor and fiction.

So the way i see it Canadian cattlemen are willing to work with american cattlemen who are truely interested in trade. Here are a few stats for you 128,000 head tested last year in weatern canada. the 2 positive for bse were older than 10 yrs. The manitoba cow was 10 - 12 years old ,so she fit with criteria one point not commonly discussed is that she had what in canada is know as H of A tag they are usually reserved for foreign imports but the is a small chance that it could have been a calfhood vaccinate for tb. so that wasn't explained in the report in depth and canada claimed the cow. If we can't prove it we won't just put it out there as it would stain our international reputation.
SSap was simply asking questions from what i could see and this is what i want to see happen ,i think frank discussion is important and even if there might be no reason to talk, dialogue will eventually bring an end to the trade dispute over beef. What i don't want to see is a deterioation into name calling and attacking oneanother.

More rumors for the rumor mill!!!!!!! If the owner or the sale barn nor the brand inspectors can trace these cattle it is just a RUMOR that they are of Canadian origon. Maybe they should just trace the tags and see if they were even in use when these cattle were born. Someone from Canada said the tags that OT described had not been in use in the last couple of years :roll:

So you are saying that it is pos. that these 7 head of cattle were BSE POSITIVE and the usda has not released this to the public.

I don't know if any of these 7 head of cattle tested positive for BSE- or if they were even tested...
BUT
There have been 10 cows with connections to Canada that have tested positive since 2003- the latest just a few months ago...These are the cattle that make this a disease and health issue- and a continuing issue...These are the cattle that makes the Canadian cattle herd higher risk....

USDA at the request of all US cattle groups ( NCBA, R-CALF, NFU, AFB) put a quarantine on the Canadian live cattle- and only let them in under stringent conditions and rules- same as they put rules on for all meat imported...Because it is a health issue- and Canada agreed to the rules....This quarantine still continues- and may for years as long as the risk is there...Canadian cattle found in violation of this quarantine should be identifiable because this is still a continuing issue...The cattle found are in violation of this continuing quarantine which originated from the 10 diseased cattle Canada has found...

USDA and the cattle groups went along with the quarantine plan as long as the Canadians had an ID system and the animals were tagged/branded and could be traced under the Canadian ID-- now Canada is backing out of its end of the bargain- claiming the BSE quarantine/border import rules are not a health issue :roll: .....

The ID plan ,as proposed in the US anyways, was not only to identify individual sick animals- but also those they may have been in contact with or those that may have been exposed to a disease or diseased area- and was designed to set up quarantines of the same- both by individual animals or by area...For any animals that pose a herd health or human health risk....Nowhere did I see a time period that existed from the original discovery of a disease until when you could no longer use the ID for identification- if it was a human or livestock health issue the ownership/movement info of the tags were to be available......



Also I would like to see the info that shows the 7 head came thru normal inspection chanels without brands which are required.

To me anymore- where or how these cattle got in really isn't the main issue...The main and much bigger issue is that Canada has shown they aren't going to honor their part of the US import rule/quarantine for live cattle- and use their tag ID system to assist the US in tracking the misplaced/questionable imported quarantined cattle...This completely makes the Rule 2 for older cattle and breeding stock unworkable and unacceptable--and puts a big black cloud over the whole live cattle import rule....

I hope you are keeping score on all of this so you do not get confused during this conversation. I sure hope that there are not any beef consumers reading this board and trying to sort out fact from rumor and fiction.
 
Here are some intersting things to know-Mr. Fox is a r-calf supporter( check out his comments at r-calf meetings and sdsga meetings), but i don't know if he is an actual member as that membership list is not avalibe for the public the see. The reason i would want to see the membership list is that i want to know whom i am doing business with for that reason i have not attented NWSS in denver for the last few years. I have been bringing in new genestics from sorces i trust. All the good'ol boys i do business with and befriend in the cattle business in the US have as much use for r-calf as i do and they tell me that the group is a small group of protectionists.
As for the 7 calves who supposedly came from canada,none were CAN branded and did nobody question the maple leaf and CA on the tags kind of hard to miss. When being processed on intake cattle usually have all tags cut out and only feellot id tags as the is less chance of sending them to the wrong pen. That cattle have to go thru a chute when being processed Did someone deliberately ignored the tags?So why not this time did nobody notice? It seems to me a bit conveniant that knowing the rules with canadian cattle in the US currently nobody notices the maple leaf or CA on the tags until the supposed kill.
As for changing tags the cfia tags are tamper proof, they are one use if tampered with it is easy to tell. No Can brands means these cattle did not get inspected by a CFIA vet so is it possilbe these cattle are american, tagged by someone with an agenda. Think about it cattle crossing the border a truck and trailer with canadian plates and cattle would raise some eyebrows. Could have some stupid rustler moved stolen cattle, i would think a criminal would want to destroy all possible identification prior to selling. less chance of being caught.especially with canadian tags. How come this hasn't been in the mass media it would have been a huge story that would gain international attention but news reporters would't want that. LOL LMAO

Why aren't US cattle who are presumtive positves confirmed by a third party like canadian cattle. That would bring some legitimacy to the numbers of positves. Already some prospective positive sample from the US were too degraded to test isn't that conveniant as well.

skcatlman,you are obviously looking at this with a one sided veiw,just because Mr Fox is an R CALF supporter does not mean he is unthruthful,the fact that canada is not cooperateing in this investigation casts suspicion on canada,what do they know that needs to be kept secret ?

USDA investigating cattle sale

ABERDEEN, S.D. (AP) -- The U.S. Department of Agriculture is investigating whether Canadian cattle were bought in a South Dakota sale barn and sold to a packer in Nebraska.

The USDA does not allow selling Canadian cattle on the open market, such as at a livestock sale barn.

Jim Rogers, a USDA spokesman in Washington, D.C., said Friday that the agency is looking into the situation but could not provide details.

According to a news release from the South Dakota Stockgrowers Association, a South Dakota rancher purchased the cattle at an auction barn in South Dakota and sold them to a slaughter plant in Nebraska.

The packers would not pay him for seven head of cattle because, they said, the cattle were from Canada. Seven head of the 87 sold to the packer had Canadian ear tags.

The innards of all 43 head in the same semi, including the disputed seven, were condemned for an estimated loss of $11,000, according to officials with the Stockgrowers Association and the Ranchers-Cattlemen Action Legal Fund.

The USDA allows importing feeder cattle under 30 months of age, but only if they are in sealed trucks transported to an identified feedlot.

"They are then to remain in the identified feedlot until they are hauled to a slaughter plant in a sealed truck," Rick Fox, president of the Stockgrowers Association, said in a news release.

The rancher had purchased the cattle assuming that they were U.S. cattle, Fox said.

Rogers said the USDA wants to make sure no regulations were violated.

Sam Holland, South Dakota's state veterinarian, said Friday it appears the cattleman did nothing wrong but somehow wound up with Canadian cattle.

"Many of us are concerned about the way the investigation is being handled," Holland said.

I have read the original article which oldtimer edited and submited on this string.
The USDA is investigating the claim and it hasn't even become an official investigation yet, they will comment more when and if it becomes an official investigation.that is why the USDA isn't commenting on it yet. So that is why the CFIA hasn't recieved any request for information. So it is not that canadian officials are not cooperating or complying. They have to recieve a request for something or how will the CFIA know what is being asked for.
The cattleman who sold cattle wanted to remain unidentified his reason is that he wants to sell more cattle. He admits working with R-calf and SDSGA (an r-calf affiliated organization) . the reason for working with these groups is the nebraska packer is withholding payment for slaughtered cattle who had canadian tags. On friday the producer stated he expected to be paid in the upcoming week. Why would the packer pay ? I think it is an issue of a dispute between a packer and a producer. It was stated that these cattle had canadian ear tags, and that is the reason why the packer would not pay for them. Again What type of tags? are they CFIA id tags (identifying them as canadian cattle) or ear tags made in canada (but not CFIA id tags) which are sold in the US. Who has the tags now? Before the cattle made it to the kill floor was there no inspection that would have taken these cattle out of the kill line. There has to be some accountability if these cattle came from canada or not. If these are canadian tags on canadian cattle the CFIA will know who the producer is and do an investigation starting there and follow to see where they go. But there is also accountability for the truckers, seller buyer and auction employees. If these cattle are not canadian there still has to be accountibilty, for trying to commit such a fraud.

So that is why the CFIA hasn't recieved any request for information. So it is not that canadian officials are not cooperating or complying. They have to recieve a request for something or how will the CFIA know what is being asked for.

Well if I was a salesbarn owner thats unaware of ever selling any Canadian cattle I would probably deny I have ever sold any Canadian cattle too... Wouldn't you?

I doubt any salebarn would knowingly risk their license for the paltry commission off 7 head of calves....Anyway, none I've ever dealt with.....

And I'm sure that 82 year old small farmer/feeder is a mafioso Don incognito :roll: :lol: What are we going to do- tell 82 year old folks they can't own cattle because they can't see good enough to read the little letters on an eartag? :roll: :( :mad:

I haven't read all of this but if I may ... is the Northern border that pentrable that cows can cross in a trailer or do they have to be made to run the guantlet?

Wewild,I am not familiar with the canadian border,but I bet Oldtimer is,maybe he will comment,altho I do know that about a year ago the law stopped a couple canadians with a trailer load of illegal cattle on the US side of the border,so they can get them over.
also keep in mind the border guards in canada are not armed,I read a couple of articles recently about them abandoning there posts when they heard some American desparados were heading to canada,caint say as I blame them,I sure would'nt want to try and stop some armed law breakers bare handed,but with the terror threats a reality its obvious we have to have better cooperation out of the canadians concerning border security.............good luck

Its on the USDA website-- Look it up...I'm not knowledgeable of how to copy and paste off adobe.......

If not wait until the court briefs are refiled....
