One of the things I did for a living in the oil industry was investigate such events.
There is no way to tell you without looking at operational data along with inspection records and current maintenance if any.

One of the safety guys at the statewide VDOT "roadeo" competition from up in that area of Va said it was near a staging area and that it is close to where they are doing work on the pipeline also... there will not be any official causes for days or weeks to come but that no one was hurt or buildings destroyed but "rumors" were there were some vehicles/equipment destroyed.....
We were all in Richmond at the state competition... and several of the guys asked this safety guy and he said they were not releasing much yet...he had called the area headquarters near there to see what he could find out.... and because it did not happen on any state roads or anything, the area residency workers were not called in except for a short time for closing I-81 until it was determined that it was fully contained and not a threat to the traffic.
