Starting seeds

I am looking to start 400 tomato plants. I am cheap, any ideas on what to start these seeds in? I am thinking a few card board boxes.
 
WalMart had some okay deals but I might be able to find some scrap somewhere that will work perfect.
 
toilet paper rolls. (i suppose paper towel rolls will work as well)

also those plastic cookie cartons are great for starting seed, they hold moisture well.
 
Burpees seed catalog has a little pedestal type thing you can buy that will press containers out of newspaper. You then fill these wei soil and stack them in nod degradeable crate or something to hold the shape of the whole. Not too expensive and might possibly be easily copied if you are a wood worker.
