Is it OK for cows to be on the pasture while I'm spraying with 2-4-D? Needed to spray a month ago, not had many days without wind or rain or both. We have a bad crop of Spring weeds.

Read the label. I'm not sure if it's ok but I do it.
There is no grazing restrictions on 2-4d that I know of. I do it all the time.

Not sure about 2, 4-D but I didn’t have any issue with Generic Cimarron Max in July and my pregnant heifers.
We had a BAD sericea infestation and this stuff demolished it (for now).
