Planting native grass seed question ?

Planting instructions to plant native grass seeds in Central Tx is to wait till the soil has warmed into the sixties which is in April. When the native grasses go to seed in their natural state, the seed lays on the ground all winter waiting on the spring rains to germinate the seed, if their is no rain it may lay there for years waiting for moisture to germinate.
My thought is why wait till spring to plant, why not plant throught out the winter and let nature take it's natural course ?
 
Part of the reason is to get the seed to germinate as soon as possible after planting. When grasses seed themselves naturaly there are a lot more pounds per acre put out then what is used by seeding it ourselves. There is also a stand already present or it wouldn;t be putting out seed.
