Have a newer red 12V unit that is only putting out 3,000 volts.
Watered the grounding rods for a couple hours. No effect.
Disconnected most of the fence even though it showed only a 2 amp load. Went up to 4,000 volts.
Swapped battery even though needle is in the green. No effect.
Cows moved themselves last night...
Went back to watering.

Am I missing something?

Disconnect all the fence and check at the charger. Also pay close attention to the terminals on the charger
Paramark do sometimes develop a short to the case there.

Sometimes the terminals will get loose for some unknown reason causing the problem fence described.

Good troubleshooting tip. Disconnected and cleaned at terminals. Then she showed 11,600 volts no load and 5,400 volts loaded.

Have a dirty fence I could drop off the system. I like to see more like 7,000 volts.

You have something touching somewhere. Do you have a fault finder?
