Older Cattle Oiler

We bought a older cattle oiler in the Fall, we trying to figure out if and how you know if it works before we put stuff in it. We notice it looks like it has some form of oil on the bottom that has leaked - is this a bad sign? Probably hasn't been used in two or three years. What are the things you look for?
