Seems the feds were not getting a cut, or the local law was cutting into there business. Either way sure makes it hard to figure out just who needs to lock up who.
 
Virginia's finest. Had our own version of that here in Cleveland (Texas) a couple of years ago. Regional law enforcement (several town PDs and county sheriff's Dept personnel ) was using the city's gun range and because of that many thousands of rounds of ammo was kept here for their use--purchased with taxpayer $$. It began to disappear in large quantities, as well as 500 confiscated guns from the city PD property room. Turned out, that some members of local PD and a member of the county sheriff's Dept was taking them and in a scheme involving a gunshop a couple of towns away, was selling them. And ATF investigation began and 103 count indictment was served against the Assistant police chief--one of only 2 people with a key to the property room.

Then of course, our own county (San Jacinto) had their own version of crooked cops some years ago and it became a national story, a book and movie about it also came out. (Terror on Highway 59)
People are still suffering from that dirty era.

Drug test would only make them piss clean, would only stop the use of drugs. Which was the least thing to worry about in these cases.
 
A Sheriff in Indiana is term limited (2x4 yr terms). The resulting primaries when a sitting Sheriff can run no more are always chaotic. Like 8 candidates for the Dem nomination is normal. 4-5 R's. Lots of folks want to be Sheriffs, because it is the best paying office by statute (80K/yr) and the side jobs can be fantastic.
