It's a Texas Legislature House bill, not a US congress (feds)bill .
It's called Texas Pandemic Response Act, and it is HB 3, not HR3.

Yes, sorry wrong letter. Correct, It is for and from TX legislators, hence the question if TX has read the bill.. Read the bill, because the info is NOT mentioned in the briefing.
